- Preheat your oven to 350°F (175°C).
- Combine ground beef, onion, breadcrumbs, egg, milk, salt, and pepper in a large bowl.
- Press the meatloaf mixture into a greased baking dish.

- Cook the macaroni until al dente, then drain and set aside.
- Melt butter in a saucepan over medium heat. Whisk in flour, then gradually add milk while stirring.
- Stir in paprika, dry mustard, and shredded cheese until melted and combined.
- Mix the cooked macaroni into the cheese sauce until well-coated.
- Pour the macaroni and cheese mixture over the pre-baked meatloaf, then sprinkle remaining cheese on top.
- Bake for an additional 25 minutes.
