- Preheat your oven to 350°F (175°C) and grease a 9x13-inch baking dish.
- In a large bowl, combine the chocolate cake mix, eggs, water, and vegetable oil. Mix until smooth (about 2-3 minutes).
- Pour the chocolate batter evenly into the prepared baking dish, spreading it out gently.
- In a separate bowl, mix the sweetened condensed milk and mint chocolate chips. Spoon this mixture over the chocolate batter.
- Bake for 30-35 minutes until a toothpick inserted comes out clean.
- Allow the cake to cool for 10-15 minutes.
- Spread the whipped topping over the cooled cake and sprinkle crushed mint candies and mint chocolate chips on top.
- Refrigerate for at least 2 hours before serving.
